Drawn up by the democratically elected UCD government, the Constitución de 1978 symbolizes the spirit of reconciliation that prevailed during Spain's transition to democracy (1975-82), and has helped the country through a period of radical but peaceful change. The Constitution was ratified by Parliament on 31 October 1978 and approved by a referendum on 6 December, finally receiving the royal assent on 27 December 1978. The current Spanish Constitution was approved in the Cortes Generales (↑ corte a1) in December 1978. It describes Spain as a parliamentary monarchy, gives sovereign power to the people through universal suffrage, recognizes the plurality of religions, and transfers responsibility for defense from the armed forces to the government.The Constitution was generally well received, except in the Basque Country, whose desire for independence it did not satisfy. It is considered to have facilitated the successful transition from dictatorship to democracy. -
